The Bexar County Sheriff’s Office responded to a phone call from a neighbor near 8105 Chipping in San Antonio, Texas on Thursday. The called stated they could hear a child crying in a back yard and it had been going on for “a long period of time,” reports KHOU news.
When the Deputies arrived no one responded to their knocks. A deputy used a ladder to look in the backyard and saw one toddler chained to the ground and the other tied to a door with a dog chain. Inside the home the deputies found six more children from the ages of 10 months to 13-years-old living in what the authorities called “deplorable conditions.” There was no parent to be found.
The children inside the home were taken to child protection while the toddlers, ages 2 and 3 were taken to Christus Santa Rosa Children’s Hospital. The girl reportedly had a broken arm and is in intensive care.
On Friday morning the parents of the children inside the home, returned home and the authorities were waiting for them. Porucha Philips, 34, was charged with third-degree felony count of injury to a child by omission resulting in bodily injury and another resulting in serious bodily injury, reports My San Antonio news. The father has not been charged because authorities believe he was at work when the event occurred. Deputies are searching for the parents of the toddlers found chained in the back yard.
Neighbors told My San Antonio news that, “They didn’t come out much. They would keep (the kids) in the house for the most part.”
